Propaganda on the rates or vital communication channel?

A local council has defied government rules and launched its own monthly newspaper. The first edition of Wirral View was published by Wirral Council last week despite the Department for Communities and Local Government’s publicity code stating that councils are forbidden from publishing such materials more than quarterly.
